Developing digital economy is a clear requirement put forward by the Central Economic Work Conference. Since the 18th National Congress of the Communist Party of China, China’s digital economy has achieved remarkable achievements. Its overall scale has ranked second in the world for many consecutive years, and its leading and supporting role in economic and social development has become increasingly prominent. How to further accelerate the development of digitalization and create new advantages of digital economy on the basis of the current situation has become the issue.

Looking around the world, with new scientific and technological revolution and industrial transformation, digital transformation has been advanced and the traditional industry has accelerated its transformation and upgrading to the direction of intelligence, green and integration. New industry, new business forms and new models have flourished and the mode of production and lifestyle have undergone profound changes. For example, the input of digital capital in digital economy has promoted the improvement of production efficiency in industries, forming a new and higher level of productivity. In the industrial field, the electronic information manufacturing industry plays an important role in improving the production efficiency of other industries through the improvement of its own production efficiency and its own products as intermediate inputs, making a high contribution to the improvement of industrial total factor productivity, far exceeding the proportion of electronic information manufacturing industry in industrial added value.

However, the problems existing in the development of China’s digital economy can not be ignored, especially in the lack of innovation capacity in key areas, and the relatively slow development of traditional industry digitalization. Data shows that the average value of Caixin Digital Economy Index from January to October 2022 was 450, down 17.9% year-on-year, lower than the same period in 2019. The existence of these problems is related to the shrinking of internal and external markets and the insufficient strength of industrial digital transformation. For example, from the perspective of the specific practices of digital transformation, there is a lack of applicable digital transformation solutions. Enterprises often need to develop their own digital solutions and build their own systems, and the trial costs are high. Digital investment is also insufficient. Some enterprises’ digital investment only digitizes a small number of production and operation links, which is not integrated with the existing production and operation processes, and the scope economic effect of digitalization is difficult to fully play.

To solve these problems, we must adhere to the goal orientation and problem orientation, grasp the initiative of digital technology development and take multiple measures.

We should implement the new infrastructure construction project and continue to promote the large-scale deployment and integrated application of 5G networks. Focus on key areas such as artificial intelligence and advanced computing, and cultivate eco-leading enterprises with key core technologies and international competitiveness. It is necessary to release the amplification, superposition and multiplication effect of digital on economic development, deepen the integrated development of “5G+industrial Internet”, promote the construction of 5G fully connected factories, and accelerate the cultivation of “professional, proficient, special, new” software enterprises and single champion enterprises in manufacturing industry. We should constantly deepen research on the development law of digital economy, coordinate development and security, improve the system, establish a classified and hierarchical management system for industrial Internet security, participate in international cooperation in digital economy, and promote the construction of a community of shared future in cyberspace.
